Huh
Does everything else on the combo switch work (wipers, high-beams, etc)? I'd put my money on either a bad combo switch/relay or the flasher unit going bad.
I'd also check fuses. EDIT: What car is this?

I would have you check to make sure the flasher switch is all the way off. If it's not, no blinkers. It may appear to be off, but sometimes it stops before it's all the way off.

I think the make and model of the car will help a lot!

+1 on checking the flasher switch is all the way down in the off position. Also check F12 fuse.
To rule out a bad hazard switch, jump pin 30 to L or R on the hazard switch connector. To rule out a bad combo switch, plug hazard switch back in and jump pin 7 to 6 or 8 on the combo switch connector under the lower dash cover. If you find its the combo switch pm me I have a used working one you can have for $10 + shipping.
