84 300SD Worth Fixing or Not

I bought an 84 300SD with the intentions of having everyone in the shop participate and then show off what we have accomplished. Not the most glam car to show off i know.
My main issue is will I be able to get back what I put into the car. I don't want to make it a show car, just a nice car. By get back I mean money we put into it not including any labor.
A little backround on the... I bought the car for 500$ because it had a broken sway bar. Bought it with the intention of it being a spare time shop project. Maybe a money maker, and a show case of what we can do.
We have since fixed the sway bar, test drove it and now came up with a rather long list of needs.
My main concern is the lack of power, seems that the turbo is either not working, or the wastegate is stuck open. Take off feels like slower than my 240D used to be.
The engine runs excellent, starts with the first bump of the key. Probably the nicest part of the car. No smoke or anything to speak of.
Now for the fairly lengthy list of needs
Turbo issue, Lack of Power
Climate control not functional
Two Windows don't
Power Drivers Set doesn't move
Brakes all the way around need to be gone through (stops just probably needs fresh pads (I hope))
Fenders and Rockers Rusty ( Not rust underneath)
Previous Owner tried to modify the instrument cluster unsuccessfully
189K Miles

That's all I can think of Im sure there is more
So here is my Dilema will I be able to get my money back out of it...
Or should I just ditch it now
Looking for opinions
Also looking for opinions on my lack of power issue
Further if this is any help at idle it runs and revs up fine, but you cant hear the turbo like i can on my 92 300d and my 300d gives lil puffs of black smoke when I rev it at idle this one doesnt
Thanks in advance!

No matter what car you buy, you will never ever ever never ever and again ever.....get back what you put in it....

All that stuff is the total norm and most will even consider the rust the norm....so you have to flip a coin fix it....sell it.....or use it to practice anger management skills on...

All cars are a money pit, new or used.

You will very seldom make any money off a used car by dumping money into it bringing it up to speed. A lot of the things you mentioned are just maintenance items, and that does not increase the value.

If dumping money into old cars makes them worth more, then I have a fortune in my front yard.

Clean the boost line on the back of the intake manifold(free)
wastgate line
check timing chain straetch, correct ($20)
get injectors balanced/cleaned (under $100)
time injection pump ($20)
(set wastegate properly (420 for a cheap gauge)
adjust alda for slightly more fuel (free if you won't break anything)

Get the transmission shifting properly as well, it's probably short shifting into 4th at around 20mph

PRIORITY ONE... for deciding if it's worth putting money into...

figure if the rust is bad or not, and what THAT will take to fix.

all the other stuff is super easy and most likely free to remedy.

vstech-- In terms of rust its mainly on the rockers and fenders. Fenders are rather easy to obtain, as for the rockers i can either put on the plastic rocker covers that came on the later w126 cars or even weld in new metal both of which I am ok with and am comfortable doing,
My main concern is not the labor part, that we can pretty much do in shop, its actual parts and other money I may have to put into it and if I can get it back when done, that's all.
In all honesty I want to do the project most importantly because I like the car, but I want to at least be able to get my money back when done.

My main mechanical concern is the lack of power it has. Seems like the turbo is not kicking doing its job right. I took intake tube off and the turbo is pulling air in, it almost feels like its dumping it out the wastegate.
The transmission also feels rather funky,
I know the transmission is vacuum controlled but is the wastegate run that way as well like on the later w124 cars?
Also there is a vacuum splitter on top of the valve cover and two ports are open, I feel no vacuum there but I havent seen a good vac diagram yet so not sure, if anyone has any quick links to one I would greatly appreciate.

Also need to look at modulator on side of transmission.
But most importantly first I need to figure out the lack of power or turbo activation, any more suggestions always welcome.
Will check boost line tomorow

Let's go over the normal maintenance check list of buying a neglected diesel with no power...

Most is concerning a w123 but as I understand it, this year has the same engine...

Let's start by replacing the fuel filters and air filter...

Let's replace the old white twist and pump primer pump...with a newer style one

Let's clean the alda
Mercedes ALDA boost system service

Let's do a valve adjustment
Mercedes Diesel Valve Adjustment Procedure

Let's drop the tank and clean the screen.

Then we can move on to serious stuff like

Injector replacement, glow plugs, turbo...

As far as the transmission...

Lets start with a service and then confirm there are no leaks in the vacuum system...

We can even remove the egr...

Start with the simple, cheap things.....just by throwing a dozen man hours and a few hundred dollars, you can have a very nice running car....

But like has said and I said.....you'll never get your money back out of this car.....other isn't a huge market for diesel Mercedes....sad to say, and believe it or not even poor people driver Mercedes now....because the resell prices or on power with Hondas and pintos...

Doubtful you'll get your money back.

More than likely the ALDA is your power problem, or a linkage issue.

The black box on the cam cover has two open ports.

That is the service manual.
