another thing to check is accelerator linkage.
I've had similar problems from:
Linkage mount bolts coming loose.
prefilter had some GOO from a bad fill up.
tank vent plugged.
PCV hose to air filter collapsed.
dirty spin on fuel filter.
and of course, running out of fuel...

I agree. Fuel starvation.

A blocked line to the ALDA limits fuel to that of a N/A engine.

With a turbo charger restricting the exhaust, you would then have less power than a NA engine.

Your issue is most likely a fuel flow problem, not a blocked ALDA line. But, it is easy to check.

What may also be transpiring here is loose stuff in the pre filter is seriously restricting the flow as it increases at higher rpms. As flow increases it moves or presses contaminates or junk tighter to the filter medium.

Anyways almost always filters have to be eliminated first in any scenario that seems fuel related. I might also dump the contents of the secondary fuel into a glass container looking for water etc. perhaps. Even though it is also being replaced.

Bulk carriers of fuel do not always properly clean their tanks out before adding diesel fuel. You can never be sure what their last load was. This to me is why with any diesel it is a good ideal to always have a set of spare filters in the trunk and the few tools required to change them.

I had a case years ago that it appeared some bunker c oil was in the customers gas tank. It could have been anything as we did not send a sample out to a lab. The only thing for certain it was the cause of the operational difficulties with the vehicle. I just threw in bunker c as that's what it looked like. Probably not though as it should have dissolved in the gas I suspected if it was. Maybe not.

Car is still doing it. Last time I filled it I did not get a "whoosh" from the tank filler cap so I didn't proceed to clean the tank vent. I am picking up a new strainer and some more fuel filters. I hope this can resolve the issue.

From what I have experienced in the past....

Loss of power at freeway speeds or during hard acceleration - Plastic in line filter usually clogging

Loss of power at low speeds, will not accelerate at all - clogged spin on filter.

No or hard start, no power at all and rough idle - Tank strainer clogged or tank vent plugged.

I would change both fuel filters at the same time and see if that helps. If not, try running the car from a separate fuel supply (jerry can under the hood with return line going back to the Jerry can). If it runs fine, that tells you the tank vent and or the tank strainer is the issue. Next would be to clear the tank vent, and lastly drain the tank and clean the strainer. When you drain the tank, if you can, drain it into filter medium placed over a bucket. The filter medium will tell you if you need to have the tank cleaned.

Run the car from a separate fuel supply to eliminate the tank vent, strainer, or plumbing as the problem. If the car runs the same, then you know where not to look.

You'd think with 12k posts I'd do that before I drained the tank.....

Well the buckets of fuel look dark I should have used a coffee filter. The car sat for a year before my ownership btw.

The last time I changed the clear filter, it had a ton of gunk in it. Which was Thursday I think.

Hmmm well I don't have a self service car wash anywhere near me or an air compressor to blow the lines out. Guess I'll run to lowes and get some mineral spirits for flushing the lines and maybe some xylene to rinse the tank out with. I've used xylene to clean out a delorean a fuel tank that had sat for years.

Yes at least mine was black sticky goo, that looked like tar.....that looks like someone mistook the tank for a septic tank :D

Go to Walmart and get a gallon of purple power degreaser......nasty stuff but it should eat all that gunk away....just don't get it on aluminum....I used a steamer to blow out my hard lines....worked great...

FWIW I cleaned that tank and strainer out...about 8 years ago. That's a weird looking growth on the strainer...better remove that.

Yeah, I usually use purple stuff, wash thoroughly, dry and rinse out with maybe a quart of gas

I've got mineral spirits to rinse it out with and back flush the lines. I'll pickup some startron to kill any residues as well
