I think you will have to adjust you idle screw until you can push the stop lever to turn the engine off....it sounds like someone may have idled the engine up to high....giving s smooth idle but cause the stop to not function.....there is also a small spring in that bolt, possible that is rusted up......

Sounds to me like you might have a throttle linkage problem.

Have a look in the FSM for the lengths that the linkages should be. (Let me know if you don't have the book / FSM)

Completely clogged the prefilter, so I am now going to change the tank out as it seems easier than trying to clean the tank that is on the car now. As soon as I get it running again. I will see if my neighbors wife will suck on the hose to see if she can kill my engine...
The fuel supply comes from the bottom of the tank anyway so it isn't an especially bad thing to run the fuel low. If you live in a warm climate you can get stuff growing in your diesel fuel tank (apparently - I've never seen it - it never gets warm enough for weird stuff like that here)

I hope neighbour's wife's husband (I have to be specific about which neighbour I guess) is open minded about this plan of yours - especially if you're planning on filming this and putting it on youtube...

...you could do your own sucking if this turns into a tricky situation.

Well for the cheapest option do a WTB ad and one of your fellow forum buddies will probably sell you a replacement part

Chapter 7-220 in the FSM shows you how to do the job

The factory service manual is available for free on startekinfo.com, click on workshop resources on the left, scroll through a couple pages to 123 chassis information.

If you end up changing the actuator be very careful. It is possible to install the actuator incorrectly, which causes the rack to be pushed to maximum fuel position. Before starting the engine after replacement, have the air cleaner removed and a piece of wood at hand to slap over the air opening to starve the engine of air should the rack end up in the wrong place.

I tried the hose sucking thing and it killed the engine after I changed to hose connection connected to the IP

Key still will not kill engine, but I can kill it with the new vacumn line running from the IP to the drivers seat.

So if the vacuum pump is working you've just got to gt the lines in the right places and check to make sure that your key connection isn't leaking
