torn rubber something?

I was looking under the wife's car ('99 E300TD) yesterday and saw a piece of torn sheet rubber
hanging down from under the car, about centerline of the car almost even with the rear edge of the passenger front door. Looks like protection for something underneath. Anybody care to try and identify?

The diesel cars starting with the 1984 190D2.2 all have anti-noise encapsulation panels under the engine & also under the transmission. MISSING screws?? & the panel falls down. HAD any service lately?
