Paypal has asked the seller for confirmation of delivery. If he is unable to provide this before Feb 17, it is my understanding that Paypal will refund my money and go after the seller.

I had a item that was shipped to me USPS and it did not arrive but was listed as delivered.

If USPS said it was delivered would and it was not that would be the fault of USPS (have you ever recieved a Neighbors Mail or your Neighbor come a knocking at your Door with some of your Mail that was delivered to the).

If USPS is at fault what is the Sellers responsibility?

A Tracking Number and Delivery Confirmation are different. If the Seller only had a tracking Number the info that you can access on USPS is limited. However, usually you can see some movement from place to place as the Item passes through the variousl Postal Stations; but only if it gets scanned.
If the Item has a Tracking Number and you can look at the USPS site and see it was moving from palce to place then there was something actually in the Mail.

I have noticed that some eBay Sellers get a Tracking or Delivery Confirmation Number quickly; I am assuming off the Internet making it appear as if it was shipped. But, you will see from day the Item was accepted by the Post office and you can see the item was not mailed for 3-4 business Days.

I agree that some kind of filter is needed to keep "drive by sellers" from simply joining to sell something. On some other forums it is a post count and others it is a join date. I don't believe the guy selling these was out to hose anyone but it sure sounds like he bit off more than he could chew. I'm bummed because I was going to get one for my 240D key.

Some of those transactions were over $1000. Others were under $50. But each time my only recourse was to dispute the purchase on the basis of non-delivery of goods (one time on my Discover card, another time through the debit on my credit union).

It helps if you make sure he knows that you plan to do this about two weeks before you do, if time allows; it helps your case. Not sure how much time Paypal gives you to dispute.
When I have had an issue on eBay 98% of the time I have recovered all of the Money. However, it is time consuming and that is a bit of a pain.

Too bad. I was just about to order some. Hopefully it gets straightened out.

Does anyone have a good source for locks? I have 2 keys. Both work the ignition and 1 door lock and the trunk. I don't like dealing with the local dealer and he's an hour away.

Has anyone moved the pins around to re-key a lock?

Diesel 911 - I am at the point that if and when the seller communicates with me I will have a very difficult time believing anything he says as there have been so many dishonest things said related to delivery dates, etc.

I guess I am old school, when I say something has occurred, IT HAS. This is not a private person doing this on his own. My Paypal payment went to a business located in Chicago.

If there is no signature required, the delivery confirmation only means it got left by a delivery person somewhere. I have had this happen twice on stuff I sold to US buyers on eBay.

This is because, when you use the integrated PayPal/eBay shipping 'solution', the tracking number is generated as soon as the vendor pays for the shipping label.

When you do that, you can specify what date you plan to actually ship the package (the default is the same day). On that date, PayPal/eBay sends the notice to the buyer that the package has 'shipped'. There is great temptation for sellers to play this game, as one of the criteria to get "Top Seller" labelling is fast shipping - and the eBay vendor dashboard (performance tracking) marks an item shipped as soon as the label is printed. I imagine this odd arrangement is to eBay's advantage, as they are increasingly trying to mimic an online mall and thus having more vendors showing quick shipping gives eBay bragging rights on that front.

According to the tracking number provided by Paypal (the key heads were not purchased through EBay), the package was delivered to the post office in the Chicago area on Feb 4 and then went to the USPS sorting facility on Feb 5 and there it ends. I do not know if the package was addressed to me or if the seller has figured out some way to create a phantom tracking number.

I have to admit I had no tracking number or delivery confrimation number on a Package I sent; but the very first home made too I sold dissapeared entirly after I mailed it with USPS. It was never delivered and never came back to me and was shipped First Class USPS.
I made it up to the Customer but I guess it was part of the leaning curve in doing business.

In reading through the many posts on this topic, several forum members have been waiting more than 2 months for their key heads. The name of the company that Konradwax represents is Speedriven, Inc in the Chicago area. I really do not believe the problem is with the post office, but rather a dishonest seller.

I put a "Buy it now" order on a tablet sold on Ebay. Price was low, and the seller indicated he was located in the U.S.. A day or two went by, and I was given a UPS tracking number. I live in Jersey, and I started watching the movement of the parcel. It went from Ft. Lauderdale, to California, and I started wondering what was going on. Two days later, it was in Carney New Jersey, and I figured it would be delivered shortly. A day later, it went from Carney N.J. back to Ft. Lauderdale, and a day after that it was marked "Delivered" . Had to file a claim through PayPal, but it was a wasted two weeks of watching a parcel go around in circles. Turned out the guy had scammed about 50 other ebay users selling the same item.
