Well it definitely didn't want to start so I'll try to get it on the compression stroke again. Does anyone have a picture of where the first cam lobes should be?

If you were on the exhaust stroke, the cam lobes need to move 180 degrees to indicate the compression stroke.

Once I get it at 24 degrees on the COMPRESSION stroke and install the pump, is it safe to try and start without the fine drip timing? I'm sure my original lines will hold the pump somewhat close?

As soon as you remove the pump and rotate the drive, all previous reference to the fuel lines (or anything else) is lost.
If you do everything right, your injection timing will likely be closer to spec than most of the cars on the road.

I finally got it! Running very well... I will perform drip test on final installation but I am very pleased now. Does anyone have any tips on the rear bracket? I completely removed it taking both pumps off and didn't have to Touch the oil filter housing. Also had no problem installing the pump with the oil filter housing in place.

I did not use any locking tool. It took me a while to catch it on the compression stroke but after that, it all went smoothly. I screwed with the delivery valve holders on my original pump so sometimes it would idle well or sometimes it would rock left to right. Outside temp even effected it so in the summer, it ran like crap. I still haven't drip timed it but I can say it is a huge improvement. I also adjusted some "things" inside the governor housing so it is extremely fun to drive

That rear cover is supposed to be there, but it's kind of a toss up. If you still have it install it, if not don't lose sleep.
Some people have advanced timing up to 28* without knocking, YMMV

All the covers are on but the rear bracket isn't on yet. I just had to remove the cover to make my tweaks

Does anyone know how much a difference the internal idle screw makes? like 1/2 turn equals___ rpm increase? it is idling well at about 650rpm but alternator output is greatly increased by even upping it 75rpm. i know the external adjustment will increase the rpm but not correctly. by adjusting the internal governor to say 750 rpm, it will keep it at 750 weather i have the a/c on, alternator loaded down in gear or nothing on in park.

ok, i just completed my IP final install with gasket and all internal adjustments! it is starting, idling, and driving like a dream! Got idle at about 775rpm via the internal idle governor screw and then backing out the vertical throttle stop as well but this is for other "tweaks" too i believe i found 1 nailing injector because when i loosen the hard line for it, the nailing sound goes away. Thank everyone for the help! i learned a lot again with this job and from all your replies!

Where is the "internal idle governor screw"?
Is it the same thing as the rack adjustment bolt on the back end of the IP?

It is located behind the rear cover plate. It is a flat head screw with a 10mm locknut.
