Not quite accurate. While the kW lines and the grams/kWh are dyno derived, the dotted line is the ROAD LOAD - 4TH GEAR. Road load is rolling resistance plus wind resistance. In other words it is the actual kW (or HP in our terms) needed to push the car down a level road in no wind conditions.
One could draw other road load lines which would represent up or down grades, into or with the wind and possibly even driving in mud, snow, gravel etc, or even in 1st, 2nd, or 3rd gear. The best condition for comparison is zero wind, level road, which is what the graph above shows.
