I have heard it's illegal in CA to transport/pickup/use WVO without some type of state-mandated licence and a million dollar insurance policy -- something about it being classified as hazardous waste. And CA is supposed to be the 'green' leader?

Everything in Calif. is classified as hazardous waste, even the politicians.
I haven`t heard that it is illegal etc.... there sure are a lot of people using it. Just about every old MB Diesel looks like it is burning it here in the Santa Cruz area.

WVO is a carbon neutral alternative fuel that many states have given a tax pass for personal use to get a bump in the poles... Most school systems use it in my area.

JetA is likely heavily taxed, and if the fuel is wing drain, the taxes have been paid... Not ROAD taxed, but the state is getting their cut.

It is obvious when I first read this post that the PO get the jet fuel for free or for very little money. However, all alternative fuel are subject to fuel tax in CA if they are used in motor vehicle. It is a self declared system, you declare how much you use as no one can verify it. Jet fuel is $0.02 and WVO is $0.11 per gallon. It is probably the same in most States. Per Board of Equalization:

Is straight vegetable oil (svo) or waste vegetable oil (wvo) a taxable fuel?

Yes. Raw vegetable oil, whether it is svo (virgin oil, fresh, uncooked) or wvo (used cooking oil, "grease," fryer oil, including tallow fats), that is sold or used in powering a motor vehicle in California is subject to the California diesel fuel tax in the same manner as is petroleum-based diesel fuel.
