85 300D transmission kick down switch
 

In putting the steering column under panels and carpeting back, I noticed the kick down switch on the floor. I pushed the pedal all the way down and noted no contact with the switch by the pedal arm. Is there a rubber bushing missing on the arm that allows contact? I wrapped a section of heater hose around the arm so that it now contacts the switch. What should happen when that switch is activated and does it matter what gear or speed it's at when activated?
