Is this why my heater is wonky? Also, is this part of an old car alarm?

I found this when I dropped the right side panel under the dash; is this the foam tube inbetween the sensor and the dash vent for the Auto-side of the Climate Control System?

I think the above is part of a long-deleted alarm system; any thoughts?

That could be playing a part, yes. Consider replacing the hose with a piece of vinyl tubing. That will last longer than the car. I forget what size I used...around 7/8" ID perhaps? I got a few sizes and used the one that fit.

And that wire is more likely related to an old car phone.
