Is the bat to roll slowly between the tire and fender and bend the fenders out?

You could probably roll the front wheel arches as that's just a single piece of metal (But I bet it would be a bugger). The rears, however, are harder to adjust because the wheel arch lip is actually a spot welded joint between the inner and outer arches...
...muchos weldingos necessaryos...

If you want that top one, then there will have t be some body work done.
Do you know how to do metal work to massage the metal in the shape you want? https://www.google.com/#q=how+to+make+flaired+fenders How about some pictures? https://www.google.com/search?q=how+to+make+flared+fenders&biw=1113&bih=743&source=lnms&tbm=isch&sa=X&ei=QHtfVfajAsjpUp65gNgI&ved=0CAcQ_AUoAg&dpr=1.15 If you go the metal cutting/welding approach, then get an old fender to practice on till you get your technique perfected. Rolling the fender is pretty easy with a bat. I've even done it with a 2x4.

Thank you everyone for the information
Not so much a race care. I have an engine swap planned that does have more power some I want to lower it a bit and run slightly wider tires in the rear. I also just really like the look of good fender flares |
