Wiring Diagram Help

I am trying to find out why everything that is fused by fuse #13 is not working (radio, antenna, hazard, int lights). The fuse is good and I am checking the underside of the fuse panel where about 7 multiwire plugs connect (40-50 wires). I have the factory manual as well as the large downloaded pdf. Nothing shows the pin-out of the underside. As seen in the pic I cannot figure out what the "16" "4" "11" are referring to. I am trying to check the underside of the fuse block but not sure which are which. None of the plugs or wires are labeled. Any ideas? Working on a 87 190D Turbo

I think they refer to pin connections on a plug or module.

It may be but I cannot tell which connector.

It's kind of hard to tell from the picture, but the components enclosed it the surrounding box which shows fuses could possibly be the fuse panel. Can you get a picture of the right side also.

It does not really show much more. Towards the top it says fuse 13 then below that it shows what it is a fuse for.

Did you check both sides of fuse 13? DC volts from both sides of fuse to ground, any ground will work.
