Could a vacuum leak cause transmission to get stuck?

I had recently taken my car into a transmission shop. The first time it was stuck in first and would not shift out of that. That problem turned out to be a $12 plastic governor gear, and once a new one was put in it shifted fine.

The second time was 4 months later, the car wouldn't drive in automatic but it would upshift and drive if I manually shifted it. That turned out to be the governor again, somehow it popped back out of its proper spot somehow. They put it back in its proper place and it shifted fine.

Today I was driving along, everything was fine. I stopped at a traffic light, accelerated up a hill where the car had to wind out in that gear before it could shift, but the car I was stuck in 1st gear. I pulled off the road and tried accelerating again and the same thing happened. I limped to my destination, turned the car off and went shopping for 20 minutes. I came back out and the car drove and shifted just beautifully.

Might a vacuum leak cause the transmission to be stuck in first or second gear? If not, what else could be causing this?

No. Vacuum only controls the quality (soft / hard) of the shift, nothing else.
