123.153 or 300 CD antenna ?

Folks, my antenna has disappeared, at least it's invisible from the outside.

I can see it in the fender, the seal has failed and the antenna has dropped down to the housing.

What is the procedure to install a new seal?

Can't tell from pic, but here it is anyway.

The part is just a rubber gasket, not exactly sure how it attaches.

I tried to remove the failed one, however, it is pinched at the top of the antenna itself, will probably have to remove the plastic inner liner.

I'm currently not in a physical position to do so, the repair will have to wait.
