98 W210 E300TD when does shut-off valve actually open?

so, I am trying to sort things out here with my random no start issue and have a question to all who may know: Does the shut-off valve open and stay open right when key position 2 is reached? or Does it click open and close real quick then open again at crank?

scenario 2 is what seems to be happening for me, when it starts. when it does not start i can see the valve is not open, because the bottom line to lift pump pulls tons of tiny bubbles out of the fuel there during crank, as like the clear line pinch test resulted in. when i unplug the connector and watch voltage, it spikes, then drops down to .71 volts.
anyone know?

A couple things happen. The SOV clicks and the rack cycles making a sort of "tok" sound.

As far as the relationship of the sounds, I don't know.

this is mainly while i hold the SOV and have someone turn the key, i can distinguish the rack feel and sound. also by unplugging a connector at k40 unit and plugging back in all while holding SOV and key at position 2. occasionally the fans come on, which i take as a good sign.



mainly curious about the electronics of it all.
