Could you post the part number? Trying to figure it out for my own education. Don't know why there would be a valve in the vent line. It has to work both ways to keep the pressure in the tank the same as atmosphere.

The only vent valve I'm familiar with goes on the end of the vent line and has a bell shaped end that points to the ground. It releases pressure out, and relieves vacuum into the tank. It's usually above the diff area. I removed mine and blew through it a couple times and then sucked through it a couple times. Prior to doing that I had a pressure difference between tank and atmosphere (I don't know if it was pressure or vac) and now I don't.

As I said, it lets pressure out and in. It lets vacuum in relatively soon so the tank doesn't collapse, and it lets pressure out later so that vapor doesn't escape.

Post a picture of what you have.
