'79 300SD fuses

Beside the fuse block and all of it's fuses, in the fuse box there are two inline fuses just lying in there. Out of no where one of them started to drain down when the car is turned off. I took the fuse out and nothing seems to be affected. Does anyone know what those two fuses are for? They look like they were factory installed or at least dealer installed. Something to make the car comply with US standards back in the '70's?
