Did you transplant a switchover valve too?

It is likely that you are simply not getting enough movement on the Throttle lever on the Fuel Injection Pump.

If you floor the Accelerator Pedal is the Throttle Lever touching the forward stop on the Fuel Injection Pump?

When I first got the Car this was what happend to me just from sloppy linkages.

The Car was scary slow moving off from a stop. Once the momentum built up even on the Freeway it worked normal.

Taking the slop out of My linkages returned it to normal. What was happening is the Linkages were not pushing the Throttle Lever on the side of the Fuel Injection Pump far enough to give it full fuel.

If the Switchover Valve is plugged the ALDA will not get the Boost Pressure from the Turbocharger. The same if the ADLA is not connected to the intake Manifold or the Banjo Bolt at the end of the Intake Manifold that holds the ADLA Tubing to the Intake Manifold is plugged with Gunk.

Might be a good idea to hook up a Pressure Guage (at leas 15 psi gauge) to see what type of Intake Manifold pressure the Turbo is capable of.
