Vacuum Problems

I have and 82 240 with a manual transmission. Recently I developed a vacuum issue. My car doesn't turn off with the key, my door locks don't work, and I don't have power brakes. I unscrewed the hose to the brake booster and I have no vacuum at all there. I found a small black line under my dash that isn't connected to anything but I can't find where it goes.
