took the battery to oreilly. They tested it and it was good. So I picked up a decent digital multimeter for not to much and am going to hope it is a wiring issue. If not it must be the starter or glow plugs system. Is the starter as hard to get out as the e320 with the 103 engine?

It was the starter. Replaced the starter. Added some Startron to the fuel, changed the oil with a new batch of synthetic. Battery had gone bad so replaced that. At that point it started right up. In far hindsight I believe my 92 300D needed a new starter as well. It was retired because I bent the rear suspension and its now gone.
The starter is far stronger than it was when I bought the E300. I installed an Autozone Duralast rebuild. It was slightly longer than the Bosch and had a post for an external ground if wanted. The connection points on the solenoid where slightly different but compatible. So far so good
