Compression is probably fine with your low mileage.
Engine can spin faster with good battery.
Clean starter circuit electrical connections can help.
Lighter viscosity synthetic engine oil can be used.
You are already plugging in the block heater.
Cetane boosters can be used.
Glow plugs may need replacing...or longer glow times (double or even triple glow).

Second question: Power Service Diesel 911 (red bottle) is designed as an emergency de-icing product when water has frozen in your fuel filter and the fuel is not gelled.
Carry a bottle for emergency use but don't use it every day.
Anytime, but especially in the winter you can use the white bottle of Power Service Diesel fuel supplement to boost your cetane and prevent gelling of your fuel. Available at Walmart and other vendors.

Yesterday I started a 240D MT with no block heater in the block.

I changed oil to Mobil 1 0W40 from the summer oil which was there.

I charged the battery fully and glowed twice. First attempt did not get the car started.

I recharged the battery and cranked the engine to get the Arctic oil in all bearing surfaces.

Second attempt worked!

My issue is that I need to use this car in cold weather, so I won't use it until I get some kind of block heater.

The magnetic ones that stick to the oil pan are worthless. I put a cup of water in one and put the block heater in direct contact with a metal cup and it barely got the water to 100 degrees while in my kitchen.
