IPA may work, but White spirits is another name for mineral spirits.
Odorless mineral spirits, K1 clear kerosine, or white camping fuel may all work similarly. But odorless mineral spirits are ubiquitous at any hardware store.

I have isopropyl alcohol in the medicine cabinet so I'll give it a try as soon as I figure out where my Foo-Foo can of silicone is...

The problem with ipa is that it has a decent amount of water in it.

Yes oil is good it will pick up all the dirt from the road and take it down inside as it closed down .And after a few days the mast will go black . Wipe it with white spirits to get all the black grease off .Then spray it with a spray silicon from a rattle can let it stand for a few mins so silicon can get in to the joints ,then lightly wipe it off .

IPA 4 Cleaning
I know it's got water in it but I figured to wet a clean rag with it and wipe it down then apply silicone, we're well over 100* F here, do you really think any water will get into the joints ? .
FWIW, I've seen a couple black antenna masts , never in my car, I tried ATF and it didn't last long either .

If there’s recommendation to use white spirits there’s probably a reason. Over the counter IPA generally is no better than 91% alcohol, mixed with water, and often lower. Water interacts with surfaces that silicone might want to interact with. Silicone sprays are not aqueous, and usually silicone and water don’t mix. You want silicone there because it repels water. Impeding the interaction of the silicone with the metal surface will change its performance.
Is this overthinking things? Maybe. But if you want performance of the end product, the best bet is to copy the approach that is recommended. While neat alcohols might be used as solvents with silicone, the use of a “wet” alcohol may result in different performance.
