I'm thinking without the roller it was getting minimal movement and barely supplying fuel.
This the lack of return flow. I inspected by hand and the plunger moves all the way and I can hear fuel getting moved. I transferred the roller from my old pump. Now it should be good. Haven't tested yet though. Will keep this updated.

Does Bosch sell the lift pump parts?
I wonder if the roller can be ordered so I can revuild my old one and have it complete.

If there was a roller missing, it might be a good idea to check the cam that operates the pump for damage. If it is scored or gouged from the lack of a roller, it will destroy your new one in very short order.

How about a pic of the plunger end of your pump?

How about a picture? There were two basic lift pumps at one time, one with a plain plunger for the NA motors, and one for the turbo. An inspection mirror with a light would be good to look at the drive cam inside the IP. snapped_bolt
