The kick down switch for the automatic might be shorted or stuck. Just the simplest possibility I can think of.

The governor spring can be worn out from being in the compressed position for 10 years. The spring presses the rack into the full-load position, but the vacuum created in the intake pulls the rack back. The deeper you press the accelerator pedal > less vacuum in the governor.

It is an electrical switch I believe but nor certain on your model of car. . Located under the fuel pedal. Disconnecting it is the test.


I assume you carefully checked the transmission fuel level properly. .

Thanks Barry, I checked the electrical switch and it is fine. I went for a short drive and pressed the pedal to the metal and it shifted down

The problem was the transmission fluid level. When i check engine off, it shows full, but when i keep it idling it's low. So finally i made sure that it was showing in the middle of the marks when idling and so far seems good.

After carefully changing all the seals, now i have a slow transmission oil leak from the dip stick tube (changed the aluminum washers) and bell housing (changed the converter seal)...

Anyway, could not test any more since the car is unregistered, so i could only do 35mph, but the engine was not screaming but holding low revs. Since the DMV is closed, i cannot get it registered till the COVID is gone...

I have another issue with left over parts for which i started a new thread.
