If the 123 gauge cluster is anything like the 126 and 107 clusters, there are common ground points joined by a piece of sheet metal behind the cover on the speedometer. Both of my clusters had corrosion issues there causing flaky behavior. Reflowing solder on the pins for the 14 pin connector helps a lot too, both of mine had fractures in multiple pins. Just some fresh solder, cleaning, and a bit of dielectric grease restored normal functionality to both cars with twitch-free gauges in both.

I definitely feel it was the one bad glow plug. The temp this morning was 14 degrees. Cycled the glow plugs twice and she started right up.
