Vacuum Pod Good. Vacuum Block Bad?
 
1995 E300. Everything works except the footwell flaps. When direct vacuum is applied to the pod for those flaps it works just fine. When connected to the vacuum block the pod doesn’t work. I’ve hooked up my MityVac to the port for the footwell pod there’s a brief moment of vacuum (2 seconds) once the temperature dial is maxed out on heat, but it drops out. All other pods test fine with the MityVac and function fine connected to the vacuum block. All vacuum lines are hooked up correctly. The dash is currently removed from the vehicle.

Open up the solenoid block and re-solder all connections to the solenoids as well as the connector socket. I have opened 5 and all had cracks causing intermittent problems. Good news is that the '95 is held together with screws so it is easy to disassemble.

Even though you found a working one, it should be opened and re-soldered. Cracked solder connections are very common in this valve assembly.

Interesting. Believe it or not after all my years of working on MB's I think this is the first time I have heard of resoldiering the valve block. What years/models does this apply to?

I just repaired mine today. Both of the recirculate solenoids had cracks preventing continuity. The common pin had a bulls-eye around the solder pad. It was still making connection, but not for long. Repairing the solder connections had a profound impact on how well the A/C works now that the recirc flaps work properly.
