Part of being a field/junkyard/used car lot/farm Mechanic is the ability to tier with junk endlessly until you either figure out how it works and fix it or not...

I'd not give up on this car just yet, I'd not $pend a whole lotta $ on a rebuilt injection pump either....
its not that they are delicate like a watch. its just that many of the adjustments need to be done on a pump dyno. also many of the adjustments can be changed from the outside such as clocking the dv barrels and the screws behind the back plate. mainly cause these are not diy adjustments, this adds a whole nother level of pump voodoo to these pumps. nothing in there is really much crazier than a carburetor.

im surprised the smoke is blue. usually unburnt diesel is white and has a very distinct odor. you sure you dont have an oil burning issue? (other oil lol) like a pcv emission tubes pumping blow by into your motor if you even have that. they later 123s all do, dont know about the 70s stuff.

also have you checked your timing chain for stretch? and appropriately advanced your pump to compensate for it?

There almost has to be some used injection pumps on the west coast in your general area. Try posting on the parts wanted section of this site. I only can wish now that there are still parts cars out there in my area.
