84 euro 300D with 4 speed.
87 TD QTY 3 87 190D turbo qty 2 87 190D NA 5 speed 85 300D no drive train installed, but drivetrain is intact in shop. Lotsa other stuff.

You might do well to look up the actual law they cited you with on the Internet.
I was cited for having a Car in my Back yard (no fence and alley in the back). I looked up the Law and found out they were wrong. Went to court and won. Later they specifically change the Law to deal with my Neighbor (the building and planning told me this) who had his back yard packed with derelict vehicles. The Law changed you can have 2 fixer uppers but they have to be on a Concrete Slab and in the rear 1/2 of the property and screened from view. Other vehicles have to have the registration sticker and supposable the insurance to be consider registered vehicles. (Oddly if you meet that you don't need the concert slabs to park on). There is other laws that apply to having a rusty vehicle even if it is registered and street worthy but they don't seem to go after those.

One TD still has the factory trap ox, so it qualifies for the free turbo, or head...

When a locality changes the law on you, you should look into if your condition should be grandfathered in.
If it is not, then you may have a cause of action for a taking that entitles you to compensation under the Fifth Amendment. Essentially, if the government takes away your right to do with your property what you had previously been doing legally, then it has to compensate you for the different in the value of the property.
