Air hammer on a while also hammer while turning.
If bound with lock tight,heat well let cool, heat again let cool usually comes
out easy.
Heat bolt head near red hot wait for heat to travel,heat again wait,now cool
bolt quickly (wet rag) bolt shrinks,housings still expanded.
Some times nothing works!

Of course if you DO end up breaking bolts off in your water pump housing, do this:

When you do get them off, do the needful and get brand new bolts on so the next guy doesn't cry at snapping them!

I start with applying Kroil or PB Blaster days ahead of intended project removal. A quick squirt before work, another when I get home. It has served me well.
When a bolt or stud does snap, a center punch and left handed drill bits are my go to.

Keep in mind that these bolts being M6 are very small, and without some kind of guide, it is near impossible to drill in the center of the bolt. Even more impossible with the housing still mounted on the engine!

I've successfully used heat, followed by candle wax to penetrate and lubricate the threads.
