Next step, adjust the valves and afterwards check compression.
Bogging down persisting with mini tank rules out fuel strainer blockage as root cause of poor performance.

Also check/adjust for smooth linkage operation.
Lubricate ball and socket linkage joints with ATF if you haven't done so already.

Any other ideas?
I'm trying to figure out how you tested the vacuum sans a gauge....

Look in your local pawn shops for tools or maybe ask here, many Boomers are getting rid of their no longer needed tools...

No need for tool to ck lift pump vacuum, just disconnect inlet hose place finger over inlet
crank engine a few seconds ,note if has good suction on finger, pop finger on and off a few times.
Suction would be about the same as could be applied by mouth on a hose the same size.

Wasnt able to do this today, another issue came up.... the starter. Got off work this morning and car started up just fine. Drove home the 55miles no problem. After having breakfast, had to step out and got in to the 240d. Wouldnt start, lights and radio came on but no start up. After testing the neutral safety switch and finding it ok, I jumped the starter solenoid and nothing...

Ordered one from my parts store, removed the old one, took the rwmoved starter in for core, took new one home, installed the new starter. Car started right up.

Original starter finally went out. I guess maybe this weekend ill give the valve adjustment a try.

Update...
Adjusted the valves, they were already adjusted really well. Still having the problem and just been dealing with it since Ive been also working on the odometer (a gear inside was broken).
Im now thinking that maybe my lift pump needs a rebuild. It starts fine but again on that initial take off, it stutters for about a sec or two and then goes with no issues after that. This is on a flat straight road.

What do you y'all think? Rebuild that small lift pump? Or focus on something else and on what?
Heres what ive done towards this issue:
-Adjusted valves
-replaced soft vacuum lines, i currently have the vacuum lines only hooked up to the ignition so that it shuts off
-new bosch glow plugs, modern replacements wired in parallel
-new air filter
-new primary and secondary fuel filters
-diesel purge
-new belts
-adjusted the spring on the fuel pressure relieve valve
-cleaned hard lines going to injecters by removing them
-adjusted alda and then adjusted it back to where it was

it just sounds like either air, or a sticking rack.
is it a pnematic ip?
if so, could be a blockage in the vacuum line or worn diaphragm or spring.

If you start actual testing it should start to eliminate things. As the source of the problem. Otherwise one can run around in circles. We are at post 58 and you have not yet verified air is not the problem yet I suspect. If you have absolutely verified it is not we can move on. Almost pointless just to speculate.

To your knowledge was this car ever run on vegetable oil?

Well if you go down my replies youll see that I have tested several things already and replaced several parts as well. Ive done what I think is everything that needs to be done up to this point but I post cause Im seeking advise from those who know these cars well. The car never ran on veg oil. Ive removed and inspected the vacuum lines from the lift and injection pump if thats what you mean about checking for air, if not please specify what and how.
This has me stumped...

He’s talking about air in your fuel system.
Take a length of clear vinyl hose and install in place of the return line (the cigar line if you have one).

Run the motor. Blip the throttle a bit.

See any air bubbles in there? If so, you have air getting into the system.
