I was able to get the cluster out. The hoses and lines look good at the vacuum shut off valve at the ignition switch.

My Vacuum shut off is working, holding vacuum and I can get the car to turn off if I apply vacuum.

The only other thing it could be is the vacuum shut off valve at the ignition switch. It looks like I have to take the entire dash off to get to it.

Is there any way that can be repaired if it is sticking?
I have read were people spray PB blaster down the hose to unstick the valve.

Any ideas??
