87 300d.. Asking for help from vacuum experts!

I replaced the glow plugs and injector pump seals. I had to take the intake manifold off to do that. When I started it after reassembly, it wouldn't shut off with the key. I found a vacuum leak and fixed it. So now, to start it I have to remove the vacuum hose from the shut off actuator to be able to move it from the off position. And when I plug it back in, it's immediately being moved to the off position unless it's running. As soon as I turn the car off, the off lever moves back to off. Can someone point me in the right direction?

So the only way to start the car is to unplug the vacuum hose to the shut off actuator, and flip it up from off.

Here's a video of what happens when I plug the hose into the shut off actuator.

Unless the ignition vacuum control valve has suddenly failed. Not likely possible as you just worked on the car. You have a vacuum hose hooked up wrong.

Almost a certainty in my opinion. My opinion is based on the system was working normally until you worked on the vehicle.
