1984 300D turbo needs a new hood pad. Are these the proper adhesives/cleaners for uninstall/install?

I can't speak for the cleaner, but I know that adhesive will fail due to heat. I need to find a good one myself, as I gave up on that project a few years ago.

Four years so far.
The hood pad will disintegrate before it peels off.

I have 18 years on a pad installed with 3M 8090. Still solid.

I believe there may be a superior material to use for hood pads. The OE hood pad tends to crumble and disintegrate over time. I'm out looking for a better grade product to use, if I find it I will post here.....

To your point, I have long ago ditched the factory felt style hood pad. Its rarely the adhesive that fails, but rather the fiber material in the pad fails and it eventually turns to dust.

5 years strong on a double sided mylar with bubble inner layer insulation from Home Depot. It glues better as each side is fully closed/solid layer, the mylar resists the engine bay heat and the material is fully bonded through and through, so nothing fibrous to break down.

I also used the 3M 8090. It's a kind of contact cement. Mine is only a couple years old. I gave the under side a really good scrape, but I didn't worry about bits of old adhesive.

There is a follow-on OE pad that is far superior to the ones installed at the factory. Mine shows no signs of degradation after 18 years in service. The original pad had turned to dust in that approximate time frame.
