Was digging around in the manual and came across this test for vacuum leaks on the IP. The control rod should hold steady.

If you replace the diaphragm as you are dissembling to remove the old one you need to keep the note where the shims came from and get them back in the same place.

Sorry for the crude diagram but behind that red circled area that is a tubular part on the diaprhagm and a pin goes through a hole in the tube. inside of the tube there is a spring and and I cannot remember if there is shims that end up on both sides of that pin or not. Just be sure you have a good view of it before you slide the pin out of that hole in the tube.

The pin with the 2 nuts on it you see going through the tube on the governor diaphragm normally is not removed from the pump. I don't know where I got the picture from. You notice how that central piece has a red dot on it. If yours is not marked put a scratch or something on it to show which side of the piece faces out.

OK I just tested the IP as recommended. The control rod end is visible, then retracts into the pump when I push the lever to stop. When I release the leaver with my finger over the vacuum line port the control rod end comes back out of the pump in about a second or less. I think this means I have a bad IP pump diaphragm, or leak somewhere? Going to have a look at the diaphragm after lunch.

Could also be the adjusting shaft that runs through the very rear of the governor housing. Might try pressurizing the governor through the vacuum port and spraying the housing down with soapy water before taking it apart to check the diaphragm. When I pressurized mine I could hear the leak hissing from around the shaft in addition to the soap bubbles I could see. Could also just take it apart to look for the wear patterns shown in the link above.

I just got the governor housing off and the diaphragm does look pretty bad with several cracks. I am looking for the part right now, which seems to only be available on European E-bay. If anyone knows where I could source one in the US please let me know. Hopefully this is the issue with the white smoke. Going to work on the other issues (timing chain stretch, valve stem seals) while I work on ordering the diaphragm.

Yep, that looks pretty bad! No doubt that is the source of a big vacuum leak. If everything else in the governor checks out I believe your engine will be much happier with a fresh diaphragm.

What about your Effbe diaphragms? Also, I think it would be a good idea to have a look at the adjusting shaft, too. At minimum it will need new o-rings.

The Effbe diaphragms I have are for the vacuum pump.

Governor O-rings
 
I was wondering if anyone had knew where I could get the O-rings for the shaft on the governor?

My new IP diaphragm finally showed up from from Ebay and I successfully installed it tonight. However, when I was putting everything back together I broke the end off of the gorilla cable. The cable broke right at the rubber and brass end that connects to the IP lever. Has anyone ever tried repairing this cable, or know where I could find a new one? I am beginning to think I am never going to get this rig back on the road. Thanks

Success! I was able to crimp a 1/16" ferrule onto the end of gorilla knob cable and it seems to be holding. After that was fixed I put everything else back together and got her running. The white smoke seems to be gone! It idles much smoother too. I think it must have been the bad diaphragm in the IP governor, but I also installed the offset woodruff key to adjust the timing due to chain stretch. I bought the valve stem seals but haven't installed them yet (next weekend maybe). Thanks for all the great advice!
