Just went down this road. Mine had the little locking tabs busted off. I pulled my bumper off, real easy to do and with the rails inserted into the bumper, I taped it to the bumper real tight. Then from the back, I drilled small shallow holes in the gaps and with small screws and fender washers, I screwed them from the back. Bob's your uncle!
I did see some kit on fleabay that I thought was metal, maybe stainless. Worth a look, but the design was basically the same. The steel rails had studs and you bolted them on from the back.
