Waste gate on 87 300D

I bought an 87 300D about 5 months ago. Only 127K but the car has been rode hard and put away wet. I have been a regular reader of this forum and the info has been great.

One of the problems with the car is no turbo hit at 2000 rpm or any rpm for that matter. Close inspection reveals a copper colored tube broken coming from the waste gate. the valve that it apparently attaches to appears to work fine.
I believe the mfg of the turbo s KKK. Is this repairable?
My next step this weekend will be to see if the turbines spin free in the turbo charger. I suspect that the turbo had been tampered with previously.
Andy ideas or pictures of what the waste gate should look like? The tube that is sheered off heads from the waste gate towards the rear of the car and the valve is on a part of the exhaust manifold. The valve seems to move freely.

The actuator is missing from the turbo, so the wastegate is staying open all the time.

There should be a pressure line going from the front of the turbo (compressor side) going to an actuator (can with hose and link) that connects to the wastegate. Should also be a spring in there somewhere that the actuator works against.

Sounds like it has been " user modified" -- typically, the wrong way. I have a good story about the kid who cut the line to the boost control actuator and said "stupid turbo, I get lots more power with it disconnected". Wasn't long before, mysteriously, his mommy bought him a new truck......

Any good diesel shop can repair the turbo. I would suggest taking it in rather than repairing it yourself unless you can get good tech data, as you will need to re-set the boost controller. I have a Garret on mine, I think -- boost controller is in front. At any rate, make a few phone calls, can't hurt any.
