Ursa JHZR2
Oddly enough found Ursa at a Benny's store up here in the Northeast. It is mostly for European markets, but Benny's had it in 10W-30 Grade. Seems like good stuff so far, and it's cheap enough.

10W30 is too light, even for your climate. You need to use something with 40 as the second number. There are MANY oil brands that will work well for you. Using an oil that is too light, regardless of brand, will lead to a shortened engine life.
