Where you indicate the LEAK is at by the ARROW is the GOVERNOR HOUSING, which is NOT supposed to have any FUEL, but OIL ONLY.

OK, well that would explain why the fluid is oily black! So now that we have established that it is coming from the Governor Housing, what can I do about it? Would that be the cause of my smokeing and rougher idle problems?

You PLAY with FIRE when you start to change FUEL COMPOSITES on such an OLD car . . .
The pump is going to have come off and be sent out to a PUMP SERVICE for an OVERHAUL . . . and QUICK before you do ANYMORE INTERNAL DAMAGE ! ! ! I'm FACTORY TRAINED . . . and we were TRAINED to NOT go against SPECIFICATIONS . . . If you do decide to continue to use BIO-DIESEL . . . BEWARE of the consequences ! ! ! Concerning your bolt.. there is rubbers that fit to it exactly sealing it if you say the washers are loose, that is why its leaking because your rubber has shrunk or totally gone. Mine was leaking from a similar location and i just replaced a rubber o ring and it stopped. I also had your problem about the IP... i rebuilt my IP and no problem since then cost me 1100 CAN $ to rebuild and it took a mere month to get parts from germany.
