Shut off problem is almost gone
Today, based on the very knowledgable advice of people on this forum I disconnected my EGR. Pretty easy stuff. And believe me, if it's easy for me...............While I was under my hood I figured I would try to find my shut off "issue". I used my brand new mityvac: NOTE TO ALL OTHER NOOBS, BUY ONE TODAY!! I hooked it up to the brown line going to the shut off valve and saw that I as getting 20hg. Hmmm. then why the heck isn't my engine turning off? I pulled the hose off the nipple on the cut off valve and replaced it with a smaller ID hose, hooked it back up and the car actualy stopped...............about 5-10 seconds after I turned the key off. Much better than having to lift the hood to shut it off everytime, but still some work to be done apparently. I have the yellow door lock plastic thing plugged, my green line coming out of the fiewall holds vac, I am geting 23hg of the booster line.....Is the fuel shut off valve bad? Oh, one more thing, during my italian tune up, i noticed a greyish/black cloud behind me as I was approaching 80mph, but when I took my foot off the peddle a sizable cloud of DARK smoke came out. I am hoping that is carbon/soot. Am I may running too rich or is that a result of disconnecting the EGR because it has never happened before on other Italian tune ups. Any suggestions would be great!

Your shutoff valve is bad if you're getting 20" of vacuum at the brown line with the key off, and it still isn't shutting off immediately. There's a diaphragm in there that eventually splits due to years of high heat under the hood.
It would help to know what car we're talking about here, because the 61x IP's are quite a bit different than the 60x IP's. Putting your car(s) in your signature line is very helpful. And as to the smoke, it's probably just burning off carbon during the Italian tuneup...perfectly normal. If it is a recurring problem, something may be awry, and you'll probably benefit from taking a closer look.

Yes, vehicle somewhere in post will help. My SD is slow to shut off, yet does so decisively.

Welcome Burnzy! You're off to a good start: using the search function AND owning a Mityvac already? Your future here is bright....
If your shutoff valve is in fact bad, it will start sending engine oil back through the vac line and into your ignition switch. Then it will drip on your leg. Yes, I do know this to be a fact.... With your car running (the car that should be in your sig. ), hook up your Mityvac to the shutoff on the ip and pump it a few times. If your car shuts right off, that usually means the shutoff valve is OK. Since you had 23hg of vac going to it and it didn't work well, then I imagine your car won't shutoff that quickly with the Mityvac. A good rule of thumb when it won't shut off is to unplug and plug up all vac lines except brown shutoff lines and see how it goes. Again, welcome to our humble website, and you won't be a noob for long at this rate.....

I haven't experienced any oil on my legs (that sounded weird) I will test the shut off again and see what happens. Previously it shutoff at about 10hg.........
