No EGR and its affect on 5cyl 300 turbo?

OK, I did a lot of tweaking today to throttle linkage between the foot pedal and my engine's IP today. I finally have "most" of the neccissary range of motion on the back of the IP to have full use of the accelorator.

anyyyyywayyyy..... in doing this and after seeing another one in a junkyard I know now I have barely anyyyyy of the set up that is on a normal 300 turbo. My linkage opperates ONLY the back of the IP linkage. sooooo, I got to thinking.. I know.... bad thing to do....

I read somewhere in here that the EGR can limit the turbo in some fashion and if you take off the EGR you have to tweak something to regain full use of available boost. Well I have no EGR and I'm running only about 0.6 bar of boost. Maybe the tweak was done already and PO just didnt turn the boost up any higher orrrrrr maybe it wasn't .... I dont know...

What is the tweak I should be looking for? My memory says to me something about vacume versus pressure to the waste gate.. or am I thinking incorrectly?
