Fluctuating Idle

As my car sits in park the idle will suddenly go from 650 rpm to 950 rpm stay there for a cpl of minutes and then go back down to 650 . other than that the car runs fine.
What could be causing this?

What car? With ELR and ADS or purely mechanical?

please explain further what you mean its a 94 diesel
