1995 E300 diesel idle to high

Need some help tracking down why the eng wont drop back to idle when I let off the throttle. when cruising at gighway speeds and I let up the eng continues at its present speed then gradually slows. Any ideas or has any one had this problem.

Did this ever get resolved? I am investigating one right now with the same issue. The engine wiring harness has been undated. I cleaned and lubed the throttle linkage and did not see an issue this morning when I drove to work but I am not sure the issue is resolved. It is pretty sporadic and mostly happens during the initial 15 minutes of driving when the car is started cold.
