Ok. New Vacuum Pump. New Brake Booster Line and "New" (used and not leaking) Brake booster.

Sooo... the pump is putting out (in) 25hg right @ pump. The two small "outlets" on the brake booster line are putting out (in) around 10hg... but I'm reading that those numbers should be higher. Can somebody tell me if I'm reading wrong or what the two smaller inlets should be vac. at?
