HELP! Need Turbo drain flange bolt length

Hi,

My turbo drain flange always seems to leak, no matter what. Both sides are clean, the gasket is new and in there correctly, its torqued evenly.
I have a feeling that it might have to do with the bolts that hold the flanged tube to the turbo. The one that is on the side that apparently seems to be the leaky side is a few mm shorter than the other one.
Even though they both hold the correct torque, could this be an issue? Its just a mm or so shy of the top of the hole in the flange on the turbo side.
What is the correct length for these bolts???
