Shut off/stop valve sticks in the closed position. I've tried lubricating with no success. Problem persists. Please help.

Are you saying that when you press the stop lever it sticks down? Or when you shut off with the key, the shutoff device stays engaged, making it difficult to restart? If the latter, it could be a problem with vacuum not being released at the key switch.
