"Reducing gasoline consumption will impose significant costs on producers and consumers, according to a government study. At the request of the U.S. senate, the congressional budget office studied three methods for achieving a 10% reduction in fuel consumption:raising the CAFE standards, instituting a CAFE credit-trading system for manufacturers and raising the gas tax.
