On my 83' 300SD Their is matieral under my hood over the engine that is starting to come off, what is this material and how much is it? Is it necessary, pors over cons??

I read through the form and I knwo its a heat sheild, but for my car is it neccesary?

Is there any better material to use??? any suggestions please!
