'84 300d insane surging...

Greetings,
I've adopted a red 84 300d turbo.208k,starts easily, idles nicely at 875 and shuts off with the key. The oil and air filter have been changed.Throttle linkage lubricated. I like this car and want to have it inspected and use it.

The problem is that when the rpms exceed about 12-1300 it will accelerate up to about 2k and then decelerate to 1100. If I rev it to 2k it will then jump up to about 4k and then decelerate. It is not safe to drive as it is. This scares the crap out of me. The other week I put it in gear and upon touching the accelerator laid out a patch of rubber complete with squealing and blue smoke. Not sluggish!

I am about 50mi from any mechanic and I have'nt any idea where to begin. Please help me! Thanks,Henry

Check the throttle linkage, sounds as if something is a drift.

Otherwise, find a used injection pump, the governor is shot.

Did the PO just change the vacuum shutoff on the injection pump? If so, remove it and verify that it is connected to the internal linkage correctly, if not the engine can run away.

I'm certain changed nothing. The vacumn cutoff works and appears vintage. The linkage is alot smoother than it was but still is'nt completely right.Seems to be connected and all there. The accellerator pedal does'nt move as freely as it ought to.It seems bound up.
When I pull on the linkage gently rpms increase until 1500,then with no further effort on my part rpms rise to 2k and then drop to 1100rpms. Like a pulse. If I keep pulling past 2k,then stop pulling it will then pulse to 3k for a couple seconds and then drop to 1100rpms.
Can the governor in the IP be cleaned or repaired? Diesel purge? I'm going to look at the connection between the IP and the linkage underneath and see if thats ok.Thank you sir,Henry
