surge problem

My E300 non-turbo has a surge problem.
When Biodiesel is used the surge goes away but recently I have invested a few hundred dollars to my shop to investigate the problem, for when no bio is available. No fix was found. We tried blocking the return flow from the EGR to the intake manifold. This works but now, after removing the plate, I get a code for the Boost Pressure Regulator Valve. Has anyone had a similar problem or expirence? Please let me know. Is it possible to remove the EGR completely?

Might want to post on the tech section also... we don't do much with cars that have computers....LOL
